2017-2018 Tuition Aid Application Process

 

Aid applications for the 2017-18 school year will be processed by FACTS Management who recently acquired our long-time aid vendor Private School Aid Service (PSAS).  Families applying for tuition aid in Catholic schools within the Diocese of Pittsburgh may do so by using the online link. 

 

Students are evaluated for each grant program whose criteria they meet.  A Pastor Signature Sheet (link below) must be submitted by Catholic families to be considered for grants from the Bishop’s Education Fund.  Other grant programs include funding from the Commonwealth of Pennsylvania’s Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.

The application fee for 2017-18 is $25.  (Applicants may see a higher fee on the FACTS introductory information screens.  If so, this can be disregarded.) The application deadline, unless an exception is made for extenuating circumstances, is March 31, 2017.

 

Please use the chart below to determine whether your family qualifies for the Commonwealth of Pennsylvania’s Educational Improvement Tax Credit (EITC) and Opportunity Scholarship Tax Credit (OSTC) programs.  Families exceeding these guidelines, while not excluded from applying for assistance from the Bishop’s Education Fund, are unlikely to demonstrate enough financial need to qualify for a grant.

All information needed to apply for aid, including the link to the FACTS online application, is on the diocesan website under the "Catholic Education" tab.

Tuition Assistance Programs

1.  Bishop's Education Fund (BEF)

This grant program is for Catholic students in grades K - 12 attending eligible schools and registered in eligible parishes.  Catholic families applying for this fund must have a Pastor Signature Sheet.  A pastor's signature confirms that the family is Catholic based on the following, a) the child is baptized; b) the family is registered in the parish; and c) the family attends Mass regularly and uses parish envelopes.  Signing the form does not commit a parish to any financial obligation for aid.  

2.  Educational Improvement Tax Credit Program (EITC) 

This program is open to any student, Catholic or non-Catholic, in grades PK to 12 residing in Pennsylvania and attending any eligible Catholic school in the Diocese of Pittsburgh.  There are also maximum income levels for eligibility.  Although application to the fund does not guarantee an award, we make every effort to help as many families as possible.  

3.  Opportunity Scholarship Tax Credit (OSTC)

This program is only for families with students residing within the attendance boundaries of low-achieving schools, as determined by the Pennsylvania Department of Education.  These families must also meet the EITC income guidelines.    

4.   The Saint Bernard Angel Fund (Grades K – 8)

Thanks to the continued generosity of parishioners and supporters of St. Bernard School, for many years now the St. Bernard Pastor and Angel Fund Committee has administered the St. Bernard Angel Fund, which has been designed as an additional safety-net to assist qualifying school families who may be in financial need.  To be eligible for tuition assistance from the St. Bernard Angel Fund, you must first submit the FACTS Grant & Aid Application, which will then provide a confidential “needs assessment” to Saint Bernard School.  In general, if funds are available, the St. Bernard Angel Fund will serve to supplement grants from the EITC Program and/or the Bishop's Education Fund to help qualifying families with their financial needs.  

Angel Fund Application must be completed by June 15, 2017.

Administrative Details

1. 2017-2018 Tuition Rates

Current K-12 tuition rates should be entered.  The principal will confirm preschool tuition rates on FACTS as opposed to signing a paper form. If children attend any other schools charging tuition (e.g. college) the rate should be noted.

2.  Applicants with Special Education Status

The principal will confirm on FACTS Special Education Status, when applicable, as opposed to signing a paper form.  Eligibility does not guarantee a grant.

3.  School Reports

Reports will be available to the principal with grant amounts for each student. Schools will not have access to family financial information but will be able to see each student's financial need as a result of the need assessment process. This information can then be used to award local tuition assistance funds.  

4.  Communication with FACTS

5.  Emergency Aid

If an emergency arises after initial grants are disbursed, families are free to address an email outlining the emergency nature of the situation to: Dr.Michael Latusek, Superintendent of Schools, at budplan@diopitt.org  Emergencies (e.g. death/illness of a parent, job loss, etc.), will be evaluated on an individual basis

To apply for Tuition Assistance, families simply submit: (1) a copy of their federal tax return (2) a completed 2017-2018 FACTS Grant & Aid Application; (3) Pastor Signature Sheet with Pastor's signature, if applicable; (4) $25 fee.
